Evolutive developments that aimed to optimize safety measures designed to protect cultural heritage from catastrophic events of hydrologic and hydraulic nature, represent, in the assumption here used, different acceptations comprehensive of many aspects: fruibility, coevolution, urban fabric characteristics, plurality of values, etc. Above all, requalification and function optimization contribute to assure efficacy of risk prevention and mitigation measures making these measures more shared and accepted: it is then necessary for function optimization to guarantee a coherent requalification plan (allocation of compatible functions, economic and social revitalization, etc.). Above all, historical centres are contexts of relevance, even more when peculiarities are taken into consideration along with fruitive and perceptive potentials that do distort such peculiarities but are adequate to nowadays needs and expectations. In this sense, a correct redesigning of historical centres don’t disrupt original settlings (cultural, architectural, testimonial, etc.) but it defines and schedules new uses and compatible functions avoiding use fossilization and/or consequences based on spontaneity.
The outcomes of two researches carried out in 2002-20041 and 2007-20102 have demonstrated new evolutive hypotheses about protection measures for cultural heritage in case of some catastrophic events analyzed according to the conceptions here briefly expressed. A historic centre, an area, or portion of territory that can be considered, or not, cultural heritage, represent complex systems in which differentiated dynamics interact, which need to be preliminarily acquired – in cognitive terms – so as to define consistent and suitable strategies. Only in this sense, it is possible to guarantee approaches directed as well to the active safeguard of social and territorial contexts also with regard to natural events (although almost negligible and of limited extent are the steps forward done by Italian legislative bodies in this direction).
